Shelter Mutual has been writing insurance from Columbia, Missouri since 1946, sells through local agents in thirteen Midwest and Southern states, and is owned by its policyholders. It entered the NAIC top 25 for private passenger auto on 2024 premiums with 0.44% of the market.
What it costs
$1,749 a year for full coverage on our benchmark profile — 26% below the national average, and second only to MAPFRE across everyone we review. Its complaint record is better than its size predicts, which is the combination you want and do not always get at this price.
Shelter has no usage-based insurance program. Not a limited one, not a state-restricted one — none at all, which is unique among the carriers in this review.
If you drive 6,000 miles a year with a clean record, competitors will pay you for demonstrating it. Shelter will not, and that can outweigh a lower starting premium.
The 2024 downgrade
In October 2024 AM Best downgraded Shelter's long-term issuer credit rating from "a+" to "a", citing underwriting performance below its peer group, while affirming the A (Excellent) financial strength rating and revising the outlook to stable. The rating consumers see is unchanged; the direction of travel is worth noting.
Shelter is a genuinely cheap, genuinely well-regarded regional mutual, and in its thirteen states it belongs on any shortlist built on price. The gap that matters is telematics: if you are a demonstrably safe driver who expects to be paid for it, every competitor here offers a route Shelter simply does not.
