MAPFRE writes personal auto in eleven states through The Commerce Insurance Company, and its book is overwhelmingly Massachusetts. It is a subsidiary of MAPFRE S.A., the Spanish insurance group, which makes it one of the few foreign-owned carriers with a meaningful US personal auto presence.
Small nationally, dominant locally
MAPFRE ranked 21st in the country on 2023 premiums, with $1.40 billion written and 0.44% of the national market, and dropped out of the published top 25 for 2024. Read on its own that looks like a company in retreat. In Massachusetts it wrote $1.33 billion in 2024 — 17.96% of the state, nearly one policy in five. The national figure is arithmetically true and tells you almost nothing; this is why we show the state share instead.
The price is the headline
$1,474 a year for full coverage on our benchmark profile — 37% below the $2,356 national average. That is the lowest figure in this entire review, below USAA's $1,588, and USAA is restricted to the military community while MAPFRE is open to anyone in its eleven states. Cheap insurers often pay for it in complaints; MAPFRE does not, drawing fewer than its size would predict.
In July 2026 MAPFRE agreed to acquire Safety Insurance Group for roughly $1.54 billion in cash, expected to close around the end of Q1 2027 subject to regulatory approval.
AM Best kept MAPFRE at A (Excellent) with a stable outlook and called the deal strategically compelling. It will reshape the Massachusetts auto market, so anything you read about MAPFRE's competitive position has a shelf life.
Where the data stops
MAPFRE has no J.D. Power claims satisfaction score. That is not an oversight on their part or ours — the study samples only the largest insurers in the country, so carriers of MAPFRE's size are permanently outside its frame. Five of our six categories have real figures behind them; the sixth never will.
If you live in Massachusetts or nearby, MAPFRE deserves a quote purely on price — $1,474 is the lowest average in this review and it comes with a better-than-expected complaint record rather than the usual trade-off. The caveats are footprint and the absence of claims data, not anything the numbers say against it.

Where MAPFRE sits in the market
